Does the use of a computer screenshot when reporting a news story constitute fair use?
Depends what your taking a screenshot of and what your doing with it. And what 'fair use' is?
Generally, if it's work authored by someone else, no. It's not fair and it's not yours to use.
If the new story is that work, i.e. your pointing out a major error or questioning the work, you will need to refer to the original not duplicate it.

It would be so helpful if there was an international set of rules we could all go by. But instead you have this country going by one set of rules, another country going by another set of rules, and then the countries who don't even have rules. What a mess.
