This city has seen the fiercest regional opposition in the form of the Goran - Change - movement to the ruling People's Union of Kurdistan-Kurdistan Democratic Party coalition. Campaigning on both sides has been vigorous and turnout on election day was 27 per cent by 11am, said one official.
