A group of citizens based out of Portsmouth filed a lawsuit in an effort to stop the planned re-tolling of the Downtown and Midtown tunnels. The Lawsuit was filed against VDOT and the Elizabeth River Crossings.

The citizens, represented by Richmond attorney Patrick McSweeney , want to stop the Virginia Department of Transportation and Elizabeth River Crossings, a private company, from imposing tolls on drivers, particularly local businesses, college students and already financially struggling individuals who use the Downtown and Midtown tunnels.
