Ten years ago, Mrs. Hipolita saw her home flooded early on June 1st. That time, eager to salvage the valuables that were under the black waters of the Canal de la Compañía, her feet became infected and she was in bed for several weeks. She could not work, she had lost many of their belongings, and federal and state governments gave her less than 10 thousand pesos to cover the damage amounting to more than 100 thousand.

This year, the morning of 5 February, the house was again below the murky waters of the Canal de la Compañía, which overflowed due to lack of maintenance by the mexican government and the Estado de México government. Atypical rains and melting of the volcanoes Popocatepetl and Iztaccihuatl, increased water flow and fractured the weak structure of the channel.

More than 2000 houses affected, hundreds of homeless, and at least three deaths, were the balance of the irresponsibility of the authorities that all along 10 years have failed to settle a lawsuit from the people of Chalco, Valle de Chalco, in the Estado de México. In 2007, the governor of the state said that they had identified two cracks in the structure of the channel and that it would be repaired to avoid situations like that of 2000.

However, Enrique Peña Nieto has spent the last years of his government in his presidential pre campaign occupying magazine covers, paying national and foreign media to cover his tours throughout the country and elsewhere, and has completely forgotten the commitments he signed in front of a notary public before entering the state government. For its part, the federal government was bent on continuing a drug war that has unleashed the worst violence in the country, leaving thousands dead (many of them without any nexus to drug trafficking), and not stopped the traffic and or consumption of narcotics. Similarly, Felipe Calderón has forgotten the promises made in 2006, upon assuming the presidency in a disputed election.

Mrs. Hipolita says there are rumors that they will offer 10 thousand dollars to cover damage caused by the negligence of state and the federal government. Two days ago, when Peña Nieto visited the area which is under the waters of the channel, she tried to approach to him in order to ask how he will help victims. Members of the police and the national system for the Integral Family Development (DIF) stopped her. They told her that they’d been instructed to avoid protest of the affected residents.

Hipolita spends his evenings with her two sons, who could not attend school. She’s waiting for the water to get away from her home, and check the damage. She does not think to get into the water and infected feet again, because that means she would move away from work and leave their children without food; she also suffers from diabetes and that infection could exacerbate her illness. Just wait, along with hundreds of people, and looks at the distance her home.

She knows that the aid will not arrive. She had courage, and her eyes reflected the pain she suffered while she speaks about how much did it cost to her to recover after ten years, since that June morning when she saw for the first time her house flooded. Now, she has lost almost everything and is sure that what the federal government and state government called "aid" is a joke. Voiced outrage and frustration are obscured beneath a covering mouths.

She is not alone. Many neighbors begin to talk and reflect on options and possibilities that they may have in case of moving forward together, without the "help" of the state or federal government. Only time will tell what will happen.

Hace 10 años, la señora Hipólita vio cómo se inundaba su casa la madrugada del 1 de junio. Aquella vez, en su afán por rescatar las cosas de valor que se encontraban bajo las aguas negras del Canal de la Compañía, sus pies se infectaron y estuvo durante varias semanas en cama. No podía trabajar, había perdido muchas de sus pertenencias, y los gobiernos federal y estatal le dieron menos de 10 mil pesos para cubrir los daños que ascendían a más de 100 mil pesos.

La madrugada del 5 de febrero, la casa de la señora Hipólita quedó nuevamente debajo de las sucias aguas del Canal de la Compañía, el cual se desbordó a causa de la falta de mantenimiento por parte del gobierno mexicano y del Estado de México. Las lluvias atípicas y el deshielo de los volcanes Popocatepetl e Iztatzihuatl, incrementaron el flujo de agua y fracturaron la débil estructura del canal.

Más de 2000 casas afectadas, cientos de damnificados, y al menos tres muertes, fueron el saldo de la irresponsabilidad de las autoridades que en 10 años no han logrado resolver una demanda de los habitantes de Chalco y Valle de Chalco, en el Estado de México. En el año 2007, el gobernador de la entidad dijo que se habían detectado dos fisuras en la estructura del canal y que serían reparadas para evitar situaciones como la del año 2000.
No obstante, Enrique Peña Nieto ha dedicado estos últimos años de su mandato en su pre campaña presidencial, ocupando portadas de revistas, pagando medios nacionales y extranjeros para que cubran sus giras por el país y en otras partes del mundo, y ha olvidado por completo los compromisos que firmó ante un notario público antes de acceder a la gubernatura del estado. Por su parte, el gobierno federal se ha empecinado en continuar con una guerra contra el narcotráfico que ha desatado la peor ola de violencia en el país, arrojando a miles de muertos (muchos de ellos, sin ningún nexo con el narcotráfico), y no ha detenido el tráfico ni el consumo de los narcóticos. De igual manera, Felipe Calderón ha olvidado las promesas que hizo en el 2006, cuando accedió a la presidencia en una cuestionada elección.

La señora Hipólita dice que existen rumores de que les ofrecerán 10 mil pesos para cubrir los daños ocasionados por la negligencia del gobierno estatal y el gobierno federal. Hace dos días, cuando Peña Nieto visitó la zona que se encuentra bajo las aguas del canal, intentó acercarse a preguntarle de qué forma pensaba ayudar a los damnificados. Miembros de la policía y del sistema nacional para el Desarrollo Integral de la Familia (DIF) del estado la detuvieron. Le dijeron que se les había ordenado evitar que los vecinos afectados se acercaran a cuestionar al gobernador.

Hipólita pasa las tardes junto con sus dos hijos, quienes no han podido asistir a la escuela. Aguarda que el agua se aleje de su casa para poder ingresar a verificar los daños. No piensa entrar a las aguas negras de nuevo, pues una nueva infección la alejaría más tiempo de su trabajo y dejaría a sus hijos sin comida, además de que ella sufre de diabetes y dicha infección podría agudizar su enfermedad. Sólo espera, junto con cientos de personas, y vigila a la distancia su hogar.

Sabe que la ayuda no llegará como debiese. Tiene coraje, y sus ojos reflejan el dolor que le causa relatar lo que sufrió para recuperarse después de diez años de aquella madrugada de junio en que vio por primera vez su casa inundada. Ahora, lo ha perdido casi todo y sólo está segura de que aquello que el gobierno federal y el gobierno estatal llaman “ayuda” es una burla. Está indignada, y su frustración se disimula debajo de un cubre bocas.

No es la única. Muchos vecinos comienzan a hablar y a reflexionar sobre las opciones y posibilidades que pueden tener en caso de avanzar juntos, sin la “ayuda” del gobierno estatal o federal. Sólo el tiempo nos dirá qué sucederá.
