Graduating day-care kids held a ceremonial toss of toga caps and staged mini-rally in a graduation ceremony in Pandacan, Manila today to symbolize their demand to the Arroyo administration and her possible successor to prioritize giving free education to all, especially to our children and youth. They also suggest DepED to just strengthen early education rather adding-up another year for high school.
The groups also urged local government units to immediately adhere with Republic Act 6972 or the ‘Barangay-Level Total Development and Protection of Children Act.’ Neophyte child welfare party-list group, Akap Bata narrates that the said law mandates establishments of a day care center in every barangay and institutionalize total development and protection of children.
Right after the almost two decades of signing of the RA6972 (the law signed on September 1990), the United Nations Educational, Scientific and Cultural Organizations’ (UNESCO) Education for All Global Monitoring 2007 Report bares that 32, 787 public day-care centers have been established out of the almost 41, 924 barangays in the country. The report also shows that the few barangays may have more than one center.
