The U.S. ambassador to Mexico, Carlos Pascual, delivered Black Hawk helicopters to the Mexican Federal Police, under the Plan Merida. The Plan Merida is a strategy to combat drug trafficking, similar to Plan Colombia, and many analysts say such a policy which seeks to militarize the country. The ambassador was accompanied by Genaro Garcia Luna, federal minister of public security in Mexico.
From 2007 (when it began the "war on drugs" launched by President Felipe Calderón), has killed more than 31 000 people in Mexico by the war on drugs, many of them civilians.
