According statistics provided by the United Nations Office on Drugs and Crime heroin production is declining, however the number of addicts is said to be on the increase and despite efforts by the authorities, heroin production still makes up one third of Afghanistan's annual GDP.
Heroin production was basically eliminated by the Taliban regime but since their overthrow has sharply increased.
In 2005 Iran which borders Herat province sent an influx of addicts across the border much to the frustration of the Afghan Central government. Karzai accused Iran of using underhand tactics to destabilize the province and stated that some of those extradited were Iranian heroin addicts.
